Yes it is, but if the person wants help it can be cured without medications. A pathological liar is usually learned from either stress while growing up in a disfunctional family; abuse issues; being told that they are stupid and won't amount to much. Pathalogical liars feel so low and disfunctional that they embellish on almost every subject to make themselves feel important and also impress those around them. If you told a pathalogical liar you would shoot them in the foot if they didn't tell you the truth they still couldn't tell the truth. They just can't help it and they need psychological counseling to help learn the tools to over-come this.

Although it is not a recognized disorder in the Diagnostic and Statistical Manual of Mental Disorders, yes, there is a mental condition called pathological lying. This condition is also referred to as compulsive lying, pseudologia fantastica and mythomania. Pathological liars will tell stories that may be a "false" memory, or a fantasy. They lie out of fear, to intimidate others, as a form of self defense, or to hide the truth. A sufferer of the condition will also lie for no personal gain whatsoever. Their lies are often transparent or have no obvious point. Pathological liars often truly believe what they are saying and are in fact, victims of the condition. They can exhibit superficial (fake) charm and have a grandiose sense of self-worth. Currently, there is no cure for the condition and no medications to treat it. In fact, compared to other mental disorders, there has been little testing and research done on pathological lying.

Usually it is harmless. It can cause problems though. For one thing, pathological liars run the risk of no one believing them if something serious actually does happen.

Reasons that people lie to say that they do have a mental disorder would be that they are seeking attention or pity, and/or that they truly are deluded to believe that some thing is wrong with them. This is often called Munchausen syndrome where a person makes up fantastic clinical diagnoses without having any clinical evidence of being sick, or hypochondriasis which is a constant fear of and belief that an individual has that they have some sort of disorder, illness, or sickness.
