As far as the U.S. Constitution goes, yes, there is a right to be happy. The founding fathers of the United States established within the U.S. Constitution that everyone has a the right to "life, liberty, and the pursuit of happiness". Now, if you are speaking in spiritual or abstract terms, then that is completely up to interpretation. It is up to an individual to decide whether they have the right to be happy or not.
