Schools exist for good kids. Most of them are private and cost parents money. The government has made rules that make discipline in the class room difficult for teachers and principles. Frequently, the government's rules mandate that bad kids must be spread through the school so that some are in each class room. Some places have Charter Schools so that schools can operate without all the stupid governmental regulations that prevent schools from maintaining order in the class room. The Unions oppose such schools because the good kids want to go to them so they can learn and avoid troublemakers. The Unions do no want to be stuck with the troublemakers.
