yes they will fit. all F250 from 99-current have the same bolt pattern. this isn't the same for duallys though, they changed in late 03 or 04 i believe.

If you mean the headlight bulbs themselves; no. There is a sealed-beam and a miniture halogen option in both years and both the sealed-beam bulb numbers and the miniture halogen bulb numbers do NOT match. If you're trying to upgrade the 03, see sources and related links below for options.
