The question cannot be answered in general, since the most likely source of the block is the network administrator at your school or workplace, your parents at home, or your local ISP.

If the block comes from a local network administrator, the best you can hope for is to find a site they have forgotten. If you do find one and use it a lot, any network administrator that is no more than half asleep at the job is likely to notice and block that site too, so your best bet would be to use it sparingly.
Well, if YouTube is blocked you can try using Google Videos, or some other video site. Although I wouldn't recommend watching stupid videos during class. ;)
If it is a blocked site at school you cannot, and most proxy servers which allow you to bypass internet filters do not support Java to play games such as RuneScape with. If you can, please just play at home.

Personally, I think YouTube is a great resource for students in schools making projects for classes. Also, schools can opt in for filters to help filter out videos that students should not see, making it a very safe environment for students of all ages. Unfortunately, I believe that YouTube should remain blocked in school. While YouTube does house thousands of educational and informative videos, it contains tens of thousands of inappropriate and non educational videos. Students will have more of a temptation to watch music videos and cartoons versus watching informative videos. Since Schools cannot control what is viewed on YouTube, it would make matters worse. Filtering software is term and site specific, so unless Google redesigned YouTube to work with school filters, it would ultimately fail.
One can view Lynx advertisements online on almost any video supported websites. YouTube has a wide collection of these types of videos. But due to the graphic nature of content of some of the videos, some have been blocked from the site.
