Is there a slight difference in the size of the 'young' Queen's head on a one New Pence coin between 1971 and 1986 or is it just an optical illusion?

It is not an optical illusion, there is a huge difference between coin portraits from 1971 and 1986.
British Coins from 1968 to 1984 inclusive, used what is referred to as the "Second Portrait" of Queen Elizabeth II. It shows a relatively young QEII from the shoulders up, wearing a coronet.
British coins from 1985 to 1997 inclusive, used what is referred to as the "Third Portrait" of Queen Elizabeth II. It shows a slightly older QEII from the neck up, wearing a diadem.
The head on Third Portrait coins is significantly larger because the shoulders are not included in the design.
