Yes, this kind of modding and cheating was rampant in MW2, but Treyarch clamped down with Black Ops, which is significantly harder to exploit, and have frequently demote (send you back to before you prestiged) and ban your account entirely- so you can never play Black Ops with that account.

Play nonstop for a long time. Do tdm, submachine guns or short range assault rifles. sounds like crap but works for me.

Fletching is a slow skill, maxing at only 800k xp an hour. This is very expensive however, normal methods can get you 700k xp at way cheaper cost. Either way, 99 Fletching takes a very long time. Good luck.
It all depends on the game mode and other factors. For instance playing Team Deathmatch for a simple kill you will receive 100 xp. Getting a kill from a distance or a "Long distance shot" you'll receive 150 xp. Avenge a team mate and you'll receive an extra 50 xp on top of the 100 xp for the kill. If you're playing something such as Headquaters then you only get 50 xp per kill instead of the usual 100 xp but all other bonuses apply (You can get defence and offence kills on certain game modes which give you 200 xp for the kill.)
i assume by cheating you mean having no membership and you really cannot unless you kill monsters over and over and over again for XP
