I do not know of any service that charges nothing for exchanging currency. It would be hard for such an organization to "make a living" for sure. Even national and multinational banks employ an exchange rate that will make them some money. Almost always, there is a cost for a desired service.
I think the best thing is to always do your homework; try to find the most favorable exchange rate by your own research.
A gambling casino might be your best bet, no pun intended. Any casino near any international border would be prepared and happy to exchange currency. And they always make money from the gamblers by way of their house advantage, so they might be willing to give you a very reasonable exchange rate.
Change your currency at a casino, then turn around and walk out the door.
