Concrete would fill it permanently but would be rather expensive. Well compacted clay would be adequate in most cases. It would probably be better to break it up and remove it then replace with soil and grade.

Answer: Contact the local fire department, ask them if you can use your pool as a resivoir. They will use your pool as a supply source for fighting fires if neccessary. They will fill it for free. But in the case of a local fire, you may find no water in the pool. cost effective...YES! Some fire departments still do this.Some dont. Hope this helps.
