Prior to the change in registration, anyone of any age could use WikiAnswers. Now - new users must register thorugh Facebook. Facebook has a (theoretical) minimum age of 13 for its users (but no way to verify users ages !)

Anyone can register free. However, we can't force anyone to register. We have a ton of registered users...but always welcome new people.
Yes, most people on WikiAnswers can answer, at least new answers. Only registered users can do most of the other stuff on here.
New users can't improve a question on WikiAnswers. After they have made 100 contributions, they can edit questions.
The best place to meet others is the community forum, you can start out with making an introduction thread. And then posting around the forums and meet new people there!
So new users can instantly see where they can ask or answer a question.
There really isn't a position to "help" new WikiAnswers users. Supervisors will generally help out a new user if they have the time, but there isn't a position in which one "helps out" a new user. Many will do it to be nice, however. Often, new contributors go back to their 'WikiGreeter' for advice, or post a question on the Community forum.
