There are cell phones that work without plans. Phones like the Iphone have plans that you need in order to work the phone. Some phones like a tracefone have no plans and you just pay for minutes you need.

∙ 11y agoYes it will definitely work without a SIM card. The only question is - will you be able to track it in real time? That is what I can't quite tell you. I know for sure, that it can be constructed to accumulate the data in the tracker itself and then downloaded from it when you hook it up tp a computer.
