Is there a way you can fix a ps3 controller if it was under water for about 5 minutes I need a immediate answer.?

Yes all you need is to replace it like any electronic part they are not to get wet. Being submerged is not a problem that you just get a hair dryer or bag of rice and the item will now work. Besides the problem of corrosion of the interior would have already started
