after you have defeted the Pokemon league you must complete your pokedex then go to profeser rown he will give you a national pokedex then talk to lucas/dawn and he/she(depends on what gender you picked)and he will ask where his sister is(look at the biggest house where lucas/dawn is she is down stairs after you talk to her talk to lucas/dawn and say that you shoud pay someone named bebe a visit talk to her(she is in the house next to the Pokemon center,in hearthome city)and only if you have space she will give you an evee.there is also a surprise before she gives you an evee.
