Bald eagles are not particularly fast animals. They only fly around 56-70 km/hr, so there are an awful lot of animals that can outrun that. If you mean once they start diving, then it would depend on how fast the other animal can sprint. Eagles can dive at around 120-160 km/hr, so there are not a lot of animals that could run faster than that - but the eagle doesn't start diving until it catches up to the prey, so they still miss a lot of the time.
