I think the northeast corner has an elevator. It is also extra to go all the way to the top, but you can get a great view from just the second level.

Well, of course it does. Several. Those to the first two floors (two passenger and two service) are double-deckers, hung on gimbals to adjust to the changing angles of the curved lower section. The two which go to the summit are vertical, so you have to change at the second floor. There are stairs as far as the second floor, but not to the top.
