Yes but it is a bit more expensive to take an elevator than the stairs. Pay attention to which line you stand in, because not all the legs have elevator access. I think the northeast corner has an elevator. It is also extra to go all the way to the top, but you can get a great view from just the second level.

Several. There is a lift in each 'leg' of the tower 9not all used by visitors) which goes up a sloping track to the first and second floors, and from there there is a pair of lifts to the top. There are no longer stairs above the second floor.

Well, of course it does. Several. Those to the first two floors (two passenger and two service) are double-deckers, hung on gimbals to adjust to the changing angles of the curved lower section. The two which go to the summit are vertical, so you have to change at the second floor. There are stairs as far as the second floor, but not to the top.
