Tsar Bomba was an aerial bomb designed to be delivered by a bomber. It would require some redesign for an ICBM. Once that was done, I'm sure an adequate ICBM could be built. I'm even quite sure the old US Saturn V would have had no trouble delivering the full 100MTon version anyplace.
