In a way, Zelda appeared in every game, if not mentioned. In Link's awakening, Link mistakes Marin for Zelda. And in Majora's Mask, Zelda is seen but only in a flashback, where she is teaching him the song of Time. She does not make another appearance in either games.
I wish, however, the answer is probably no. If you didn't know, there is already a Zelda game for the 3DS, Ocarina of Time. They probably won't make another for the regular DS.

Definitely. Zelda is still popular enough for another game. You may just have to wait for a long time. New Zelda games take months or even years to create (Remember Ocarina of Time and its gigantic delays?). You may have to satisfy yourself with Phantom Hourglass or any other Portable Zelda game, as they are the fastest ones in creation compared to the real Legends.
OoT is abbreviated for Ocarina of Time. The fifth Zelda game is called The Legend of Zelda: Ocarina of Time. People call it Zelda OoT for short =).
