You will see torterra definitely. Ask for that Pokemon and you will see who has this to trade. if you get torterra just breed with ditto to get turtwig. Or get a friend to trade you who has started with turtwig.

Turtwig would win because he is super effective against Piplup. Actually... I won against Turtwig through my Journey. In the First Battle hit the foe's Turtwig twice with Pound, then on Piplup keep using Growl. Once Turtwig hits you it should go down by 1, when you hit Turtwig it will go down by 1 as well. You will win the battle if you just keep using Pound after using Growl. Just follow the steps. Good Luck! its hard to say cause when piplup is lvl 15 it learns peck and at lvl 39 it learns drill peck so ether could win
