If you measure by goals and achievements, then yes, NASA is the most successful governmental space agency in the world. The Chineese have a very successful program as well and will probably be the next nation to plant a flag on the moon.

I presume you mean on the moon. Well, it didn't fly, exactly. Rather, the top side of the flag was attached to a rod that ran perpendicular to the flagpole. Otherwise, the flag would have simply hung limp without any wind to support it.
