After you have the fuel and the coordinates page, you have to go to the spaceship next to the mill. You can't go to the the Jungle Planet, The Ice Planet, or The Fire Planet, YET, because you don't have enough fuel to get to any of those planets. So, you go to the pewter moon, which is fairly close to the planet you are on. The coordinates are X 56, Y 52. When you get to the pewter moon, there will be a spaceship making shop.
