according to dg shipping officials in c.s.t they say you can apply for Indian cdc only if your degree contains word "electrical" or "electronics".So in case of plain "instrumentation" degree or "instrumentation and control" degree we cannot apply for Indian CDC hence no merchant navy with just this degree alone.

You can't join as a chief engineer, you'll have to do a cadetship to earn the rank of 3rd Engineer then will have to get the sea time (36 months) to become Chief engineer (usually takes 8 years total).
