it's not that simple. writing songs is very hard. music theory is the best thing you could have to write a song. there are some computer programs which allow people to compose digitally but without any music knowledge, writing a song is nearly impossible.
Most editions of Sibelius do, Sibelius 7 definitely does.

I use a programme called NoteFlight. Just type it into Google. Subscriptions are free, unless you are wanting all the fancy stuff!! Unfortunately you have to 'create/write' your music onto a new stave first before you can transpose the music etc. but I think it is well worth the effort!!!
