Rebreathing old gas.
The first gas you inhale into your lungs is the old gas in your trachea.
When you use a snorkel you are effectively making your trachea bigger, and thus it is harder to get fresh air down to the lung tissue.
The real reasonThe lungs are not as powerful as you may think. Once you get them into a only a couple feet (half-meter) of water they are not strong enough to fight against the water pressure. If you were to experiment breathing through a hose in a swimming pool you would soon find that the lungs were straining even at shallow depths.Even if standing upright underwater, with the top of your head level with the top of the water, you would not be able to breathe. So those commando movies with people hiding underwater breathing through straws - they are lying flat in the shallows, not standing upright!
Scuba tanks not only deliver air to your lungs, but pressurized air (more pressure the deeper you go), to get the lungs to work against the water pressure.
