It's possible that the anti-theft has nothing to do with it. During cranking, the starter sends back full battery voltage to the coil, to give a hotter spark. That's usually enough to start the engine. If the key is stuck in Acc, you probably aren't getting permanent power to the coil pack. Take care of the switch first, then see what happens.
If it is the anti-theft replace the ignition cylinder which comes with passlock (150 at a wholesale GM part supplier). then do the password relearn procedure by holding key in on position for 11 minutes
