Is there any way to by pass anti theft system on 97 grandam ignition stuck in acc mode key tumbler wont turn can manually start with igntion switch but anti theft system shuts it down please help?

It's possible that the anti-theft has nothing to do with it. During cranking, the starter sends back full battery voltage to the coil, to give a hotter spark. That's usually enough to start the engine. If the key is stuck in Acc, you probably aren't getting permanent power to the coil pack. Take care of the switch first, then see what happens.
If it is the anti-theft replace the ignition cylinder which comes with passlock (150 at a wholesale GM part supplier). then do the password relearn procedure by holding key in on position for 11 minutes
