Yes, replace the liner. Nothing can put the color back into plastic or vinyl or glass or steel.
Got fed up with liner problems...after 3 liners failed for different reasons, removed and painted the pool a beautiful shade of blue from a renowned paint company (system 10 I think )...never looked back!

Why? You can't drain the pool without ruining the liner. If the trim is sun-faded and you want to paint that, ask Benjamin Moore. Be prepared for some expensive paint, though.

When you say a "pool liner" I am assuming you mean a vinyl liner as normally called a liner for short. If so then no, the liner cannot and should not be painted.
