Some churches offer communion during Ash Wednesday mass and some churches do not. Some people feel that the ashes should be the centerpiece of the mass and not the Eucharist (communion). It is a choice of preference.

They may, a Catholic may receive Holy Communion once a day (twice under certain specific circumstances) every day of the year, Holy Communion is usually received at Mass if one is in a state of grace (has been to Confession recently and knows of no mortal sins on his soul.) The only day that there is no Mass is Good Friday, but there is still Holy Communion, received from reserved Hosts from Holy Thursday.
