I wouldn't say there is discrimination, perhaps intimidation and uncertainty in the seniors. The rate of scholarships awarded is nothing to imply that there is discrimination, however it varies.

Seniors qualify for a wide range of grants for trade schools and college. There are some grants that are only available to juniors and seniors. Different grants have different standards. Grants can be public or private. Some grants are based on financial need. Some grants are based on academic performance. Some grants are available only to people in certain career fields. It is best to apply for more than one grant. The best thing about grants is, unlike loans, they do not have to be repaid.

The cost goes up for labor since it would only be white people working. That's how discrimination can affect the labor market. Hope that helped!
