NO! Pokemon SoulSilver Version is the exact same thing as Pokemon Silver Version. Only all the Kanto, Johto, Hoenn, and Sinnoh region Pokemon are in there.
Ash wanted to go to the Hoenn region because of Harrison being from the Hoenn region and seeing the Pokémon that he hade from there such as Kecleon but notably Blaziken, he also decided to go there because of seeing Ho-Oh before he decided to go there and figuring it was going that way

there is no region after sinnoh in Pokemon diamond and Pokemon pearl.
unofrtunately, you can't unlock the hoenn or sinnoh regions in heartgold or soulsilver. but i hear that the Pokemon executives are going to come out with a game that encompasses all the regions soon. (I think it starts with the hoenn region, then goes to kanto, then johto, then sinnoh.

you can go to all just cross thru mystery zone or get a Nintendo event or use action replay another way is to beat the battle frontier (it took me a total of 48 hours crossing mystery zone to get to the hoenn (once you beat all the Pokemon laegues in every region youll be given a ticket from prof birch to go to the world Pokemon league where the elite for all have Pokemon lv 80-93 and the Pokemon league champion has all lv 100's(you can catch every Pokemon there is like this and every super ancient)(you can go to battle frontier in the hoenn)(you will also be able to go to places like the sevii islands including island 8 and 9)you can go to the moon from the hoenn space station (there will be a total of 24 hm's)it takes a total of about 48 hours of going thru mystery zone to get from region to region(except from kanto to johto where it only takes a couple seconds and if you've played Pokemon gold you would know why.)

You can't.... The only regions you can go to in heart gold, soul silver, and the first virsions, gold and silver, are Johto first and then Kanto. However, if you have Pokemon Ruby, Sapphire or Emerald for GBA and you already beat the elite 4 and champion, and got a national pokedex, you may transfer Pokemon from the GBA to the gameboy. By placing the GBA game in the second slot on a nintindo DS (Nintendo DS and Nintendo DS lite only) , turning your heartgold or soulsilver virsion on, you should see an option allowing you to transfer from the GBA game. *-Sorry....
