The source engine is being constantly developed by Valve. They might move on to another engine at some point, but as the entire community uses source for their games and their development (maps, models, scripts) this won't happen for a while. Source will keep updating their current engine and create new versions for each game release (e.g. Portal 2 is a completely new version of the source engine).

The valve clearance is set by grinding the faces if there is too much clearance or grinding the tip of the stem if there is too little. If it is a OHV engine you can easily adjust the valves. Try going to the link below for a video that shows how to adjust the valves.
