Typically there is more dust inside your house than the outside. Why do you think people tell you to get outside and get some "fresh" air?
Dust storms occur when there is dust and wind. Country areas have more dust surrounding them than cities, so when the wind picks up there is a higher chance of creating a dust storm.

It has to do with the way the light is reflected through the dust... The dust is more active in the morning than in the evening, giving them different colors.

More information is necessary to answer this question. Define what you mean by "outside" your house - WHERE outside? Did they have a warrant? Was somebody being chased (fresh pursit), dropped them and then ran inside? Were they found outside after sombody inside threw them out a window? Etc? Etc? Only if the icicles are hanging inside. Icicles outside mean that there is not much heat escaping to melt them and thus your house is probably well insulated.
