At the moment in time - there is no physical proof that there is life anywhere else bar Earth.
However, given the magnitude of the Galaxy and the number of stars - 200 -> 400 billion, the odds on just one star having a planet or moon with life is pretty good.
The chances of some form of life in our Solar System is pretty good also - Europa, Titan and Enceladus. Venus and Mars probably did have life. There is a good chance that Venus might have had aquatic life, but any chance of proving it has been melted away with the reforming of Venus's crust.
Life is more than likely within the whole Universe, intelligent life is another question.
Most commonly, this galaxy is called the Milky Way. It is a lenticular galaxy, and is known by our scientist to have carbon based life forms. Other life forms are yet to be discovered by these carbon based life forms.
Since there is no evidence of intelligent life beyond Earth an accurate answer does not exist. However seeing as intelligent life is possible, I can narrow the likelyhood of intelligent life in our galaxy to be between 0 and 100%.

Since the NASA scientists probably think that THEY are alive, then they would not have confirmed that there is no life here. Life ELSEWHERE within this galaxy? The galaxy is too big, and our explorations of it too tenuous and new for us to confirm that there is no life on other planets even within the solar system. On other planets? It's anybody's guess, because we have no evidence either way.

As of now, there is no evidence to suggest that people live in the Andromeda galaxy. The vast distance between our galaxy and Andromeda makes it currently impossible for humans to live there. However, there could potentially be extraterrestrial life forms in other parts of the galaxy.
