The expression "heavy metal" is not serious and it is not agreed by IUPAC; a correct definition is not possible. But traditionally metals with an atomic number greater than then 21 were considered as heavy.

There is no 'uniform' for Heavy Metal, and makeup is more common to wannabe Glam Rock than it is to true Metal (corpse paint and such used by the Black Metal sorts notwithstanding). Heavy Metal is in part about individuality. Trying to turn it into a uniformed thing is completely anathema to that.
Matter of personal preference, not to mention that Rock is a bit more broad than Heavy Metal, so you're sort of comparing apples and oranges here. Personally, I tend to lean more towards Heavy Metal.
