I don't think so. Unless there's a code I'm not aware of. You can get Baljeet, Isabella, Peter the Panda, and Pinky the Chiwawa in the ticket store, and you unlock Phineas and Ferb (resistance), and Perry and Terry just by playing the story. It comes with Phineas and Ferb. But, to my knowelage, you cannot unlock Candace, or Resistance Candace. Sorry, I feel your pain; I wanted her too. Hope this helps!

In one episode, Candace and Jeremy are joined at the hip (literally) because Doofenschmirtz zaps them with a 'combining ray', when Candace is meant to be spending a Jeremy free day' with Stacy. Isabella asks Phineas to go with her to a movie, but Ferb cannot go because there are only two tickets (which Isabella did deliberately to spend time with Phineas.) They don't get to go though, because Phineas and Ferb need to reconstruct their molecular separator to separate Candace and Jeremy without Stacy knowing. It works, but Stacy finds out. At the very end, Phineas is about to go to the movies with Isabella, but Phineas and Ferb get combined by the ray and end up as one mutated person, so Ferb gets to go see the movie too. Poor Isabella... In another episode, Doofenschmirtz creates giant robot penguins (don't ask why...) and when he gets blown up by Perry the Platypus, he smacks into the penguin robot and they 'combine' causing them to be a strange carnival attraction.
