I am a teacher and I have tried so many different pencil sharpeners and I must say that the quietest is the Classroom Friendly Pencil Sharpener. It is a manual sharpener with a self feeding feature. It also has an automatic stop so that you never over sharpen. I wish I discovered this sharpener years ago. You can take a look at www.classroomfriendlysupplies.com

Yes. One that's not in use.

Generally they will make noise because of the friction caused by the action of sharpening. Some will however be quieter then others but its doubted they will be entirely silent.

I hardly ever use a sharpener to sharpen pencils, actually, because it's hard to get a good point. Get an Exacto knife (I think that's how you spell it), and scrape off the top of the pencil equally, going all around the pencil. If you've done that, but the tip still isn't sharp enough, just scrape off the lead, not the wood underneath it.
