On can be street smart (know how to figure out what to do in a situation) but be a totally ignorant and even illiterate.
To be street smart and not book smart is not something to aspire for. Ignorance in this day and age can only get you so far. A good mix of knowledge and how to apply it to the real world is always best!

If you are trying to ascertain the meaning of the question, it basically means, do you have more knowledge and wisdom about books and ideas, or about people and social or environmental survival? Both are obviously important, but many people favor one, or ask in order to show that there are different types of intelligence.
