There is an elite four in kanto. Once you beat the eight gym and are ready to face the elite four then get yourself to Viridian. There should be a tree you have to cut to get to a new area. Go through there and down the route to the Indigo Plateau where the elite four are located. Warning: before the elite four you have to make it through victory road, the hardest dungeon in the game with high level Pokemon and difficult trainers. Good luck
