No there is not. If possible, doctors like to keep it above 92-95. In some cases, such as when a person has chronic low oxygen levels this is not true. But for otherwise healthy people it is. Now 88 to 90 percent is low but not in the range when tissues die from lack of oxygen.
It is low enough to treat, however, in many cases. This kind of question depends on many things like the cause of the hypoxemia and the duration as well.
