Hotels generally do offer some form of transportation to and from the airport, however, this is not true of all hotels or resorts. To be certain, you should check with your hotel or resort to determine whether there is a shuttle service and whether the price is included in your reservation. Also, ask whether you need to request specific pick up times, or if the shuttle has a predetermined schedule for airport pick ups.

As you know... Disney and Universal are competitors. Universal doesn't provide any transportation to Disney and Disney - to Universal. You best option is a taxi. You can get a cab right outside of your hotel or you can arrange your transportation in advance and book online. I would recommend Star Trans (link below). They also provide transportation from airport to hotels and resorts. I also checked if you can use public transport, but, unfortunately, trip planner on Lynks site showed that it will take you more then 3 hours to get from Disney to Universal by bus (plus you have to walk).
One can make reservations for popular celebrity resorts in Orlando online at Book It, Hotelplanner and other similar services. The reservation can be done both online or over phone.
If you are planning a trip to Orlando, a rental car is sometimes recommended but not always necessary. It depends on where your going and what you plan to do. If you are solely planning a vacation to Walt Disney World, you will not need to rent a car since Disney offers complimentary transportation to and from the Airport via Disney's Magical Express as well as complimentary on-site transportation between all of its parks and resorts (Buses, Water Launches, and Monorail System). If you plan on visiting multiple park areas and other attractions throughout Orlando a rental car would be very helpful but is still not completely necessary.
