the phoenix lander is currently digging into ice under the surface to see if there actually is liquid water on mars.
not on the surface but might be some under the surface of the planet...??
Earth has, and it's been suggested that Mars may have.
There is water in the form of ice under the "top-soil" of mars and when ever it gets uncovered it evaporates fairly quickly. so there is also water vapor, what happens to that vapor I don't know. Currently we don't know if there is liquid water on mars, we haven't found any yet, and just the fact that there is water-ice on mars is really miraculous

No one can yet live on mars. The only thing that isn't a mammal or cannot fly that can survive on mars, is the water bear. It can be seen under a microscope.

Venus: Not much at all. Mars : Quite a bit in the form of ice, near the poles. Also probably some under the surface.
