The short answer is it depends on the source. Thermal energy is heat, which is produced by a chemical reaction that converts matter into energy. Thermal energy is not "renewable" in the strictest sense in that once the potential thermal energy (or fuel) is exhausted it cannot be regenerated from the exhaust gasses or heat. (if you burn a candle all the way to it's last flicker, you won't get that candle back. It has burned up into heat and gasses.) However, some forms of potential thermal energy ARE renewable.

As an example, even our sun is not a limmitless renewable source of thermal energy. At some point in time the Sun will run out of fuel and die either in a fiery explosion or by colapsing upon itself and turning into a black hole. (it won't happen for hundreds of thousands or perhaps millions of years from now though) However, SOME earthbound forms of potential thermal energy such as the flammable substances of ethenol and olive oil, which can be grown on farms and produced artificailly, are renewable because we can make more of it at will (in essence, we can burn the candle down to it's last flicker but then make another candle to replace it out of stuff that we can grow and harvest every year).
