No a navel banana bell is not designed nor intended to be used in a tongue piercing. Tongue piercings are done with a straight barbell, the curve in the navel bell will cause trouble with the tongue piercing as well as being too short.
Tongue piercings do not hurt much. Even a tongue web or double tonuge which seem to have a higher pain level, do not hurt too much. As ar as I 've experienced, an ear piercing hurts more than any other piercing. I am plannig to have a conch piercing and just read at site rightpiercing dot com that it hurts too much if I plan to have an inner and outer conch at the same time. Emily

The barbell is too long for the piercing and should have been shortened after two weeks, get a shorter barbell in the piercing and it should settle down.

There is no tongue size requirement for a tongue piercing. If you want your tongue WEBBING pierced, you have to have a certain type of anatomy (i.e. have to have a webbing that's there all the time, even when your tongue is at rest), but just a regular tongue piercing is possible on everyone. Your piercer will tell you your best/safest options for PLACEMENT (so you might not get it precisely where you wanted it on your tongue), but, as far as I know, everyone can get it done. Unless maybe you have overly huge veins and it was just too risky, but I'm just speculating there.
For a properly placed tongue piercing the tongue should be able to extend past the lower teeth by at least 3/4 to 1 inch. Piercing a tongue that can be extended can lead to sever dental damage and gun erosion so having something to pierce is always a safer and smarter way to go. Please be sure to leave tongue piercing to trained and experienced professional body piercers. Placement and prepiercing hygiene is critical to ensuring a safe tongue piercing.
The jewelry is probably too short/tight. Go see a piercer and have them check it out to be sure what it is exactly an for them to fit you with the proper length barbell :)
