No, it is not. If you look enough in the Fiery Path west of the desert, north of Mauville, you will surely find a Torkoal. BTW, I speak from my experience.

In my Pokemon Emerald game I have a Manectric Mightyena Swampert Slaking and Torkoal I am looking for a decent flying Pokemon and am considering an Altaria Salamce or Tropius?
ive only used altaria before and it worked out well. tropius im not sure about and salamance is to late in the game so i wouldnt use it just because i dont like to sit for to long training. if u do though it will be worth it. skarmory is also a good flying type ive used before.
