As of 21 May 2014, the price of silver is below $20 per ounce. With prices that low, it's NOT an ideal time to sell.
I would sell the silver bars to an online dealer like APMEX or CMI.
Silver is currently valued at about $13.50 per ounce. A dealer will buy single ounce bars or rounds for about $10 or sell them for about $16.
Hauser Miller silver bars sell for prices around the silver spot price.
These silver ignots are usaully made as "Holiday" or "Birthday" bars or coins. They are minted as 1 TROY OZ in .999 silver which would make them worth what ever the asking price for silver is. Today that price is around $12.05. Typically, I see 1 TROY OZ bars and coins sell for a premium because collectors favor them more, so it is safe to assume that you could add a 8-10% premium for all bars and coin units.
Try Ebay or Craigslist. Both of them are very good for selling collectibles.
They are next to WORTHLESS. It should be FRAUD to even allow the word "silver" to be used in connotation with these bars. The Government and sites like Ebay need to take action against the people that produce, and sell these SCAM items.

Silver prices change constantly. Right now I can buy a 10 oz bar from a major refiner for $313.80, sell them one of their own bars for $301.10, or a bar from another refiner for $295.90. These prices may be different in the morning and I would have to pay shipping charges both ways.
Anywhere that sells gold or silver coins can usually sell or order silver or gold bars as well. If you want to purchase online, www.goldsilver.com is a good place. Monex.com is a trusted place to buy silver coins and buillon. There is an entire market for Bar Silver that can be accessed by simply finding a broker or by using an online site. Even the phone book has companies that deal with silver.
Around $1300 at any pawn shop (prices may vary daily).
UpdateThe price of silver fluctuates constantly so any answer posted here would be out of date almost immediately. While it's not normal WikiAnswers policy to say "use the Internet", that's the best approach in this case. You can check a site such as www.kitco.com, CNNMoney, etc. for the latest rates. As of midday on February 10, 2009, the spot price of silver is about US$13.25 per troy ounce. However, there is a bit of a disruption in the market right now, so the "spot" price is not actually the price you can buy silver at. If you had silver bars, you could probably sell them at about US$13.75 per troy ounce- to buy them, you would probably pay around US$15.00 per troy ounce.
