It is probably a note issued by the Reichsbank. But even then wasn't worth much due to the onset of hyper-inflation. At the beginning of the Weimar Republic the US$ was worth around 4 Reichsmark (RM). By mid-1922 the value had fallen to to around 60 RM for 1$. Following the failure of reparations talks, the value had fallen to 8000RM for 1$ by the time your note was printed in December 1922, so even then it was only worth around 12.5c!
Hyper-inflation led to more and more currency and ever bigger values being printed (notes with values of 50 million RM). In the end the government stopped printing new notes and just over printed old notes. 1 Billion RM notes were in circulation but people needed wheelbarrows of the money just to buy a loaf of bread.
In 1919 1 gold Mark was worth just over 1 paper Mark. At the start of 1922 it was worth around 90 paper Marks. By the end of 1923 1 gold Mark worth 1,000 trillion paper Marks! (that's a 1 with 12 zeros!!).
At the height of hyper-inflation 1US$ was worth 1 trillion RM
