Is toon Zelda in Super Smash Bros brawl?

Yes but no, while her textures and Final Smash are in the Brawl disc, Nintendo never completed her, so they took her out. Many hackers, (including me) are trying to take those textures and put them on regular Zelda as one of her costumes. There were other characters on the disc but they were taken out including Mewtwo, Paper and Docter Mario, Plusle & Minun and Dixie Kong
