TRADOC is the US Army Training and Doctrine Command. It is responsible for all schoolhouse training, writing the Army's operational doctrine, and developing new weapon systems. (New weapons are developed at the schoolhouse level--if the Army wanted a new helicopter the Army Aviation Center at Fort Rucker, AL, would do the developmental work.) The TRADOC commander is responsible for overseeing all that work.

There is no AR 385-1. There is a TRADOC pamphlet 385-1 (The TRADOC Model Safety Program and Self-Assessment Guide), and an Army pamphlet PAM 385-1 (Small Unit Safety Officer/NCO Guide). A "385" Army document typically deals with safety matters.
