A kid doesn't have as much experience as an adult in the world, and kids' brains are still developing (until the age of 25), so common sense hasn't completely developed in the kids' brains. Adults' common sense has been fully developed, therefore, they should know what is right and wrong. A punishment should be harsher to an adult than to a kid or child.
