As far as normal climate experiences go, 9 C is a pleasant cool day (with a wind it might be described as brisk). A light jacket would be adequate. Joggers would still be in shorts and t-shirts

I don't think so! 14 degree Celsius is cool and fresh; but not cold. A long sleeved shirt with a light jacket should be fine. Any temp under 10 d. is cold; especially if you will be outside a lot of the time.
