Certainly it's legal. In the same way that an employer has a professional negotiator in their HR Department, Labor Unions are nothing more than a group of people within a profession organizing to have a voice and negotiate wages, benefits, work conditions etc. on their behalf. The labor agreement between the two parties becomes a binding contract in the same way the CEO signs a contract with the employer. This seems to be a somewhat misunderstood concept by the mainstream today. Organized labor doe's not cram a contract down the employers throat, it has to be agreed upon and signed by both parties with both sides having a say. Contracts are usually binding for a 3 to 5 year period and then renegotiated. At that time anything and everything is up for grabs. The trend we are witnessing right now is the typical CEO signing a bad labor agreement since he doesn't want any labor issues during his watch. He/She most likely will not be there for the next contract anyway and as the company is mismanaged they focus on qualifying for their bonuses, they walk away with millions and blame organized labor for putting the company under.

Labor unions attempts to organize and bargain were widely ruled illegal conspiracies to deprive owners of their property until the NAtl LAbor RElations ACt of 1935 made such actions lawful nationwide.
