It can be. It depends on what you vandalize.
For example:
It IS a federal crime to vandalize a reproductive health care facility by gluing locks or pouring butyric acid.
It is usually charged as a local/state crime, but if it takes place on federal property it could be charged under federal statutes.
Because of the value of the property involved it probably crosses the line into a more serious chargeable offense.
The crime of littering is not the crime of vandalism. Can you be charged with both vandalism and littering? Yes. For example, if you threw a bottle at someone's home, you would be littering and vandalising.
Vandalism AND trespassing.
It is a property crime.
